Across the State of Illinois, a dangerous practice is occurring at residential and commercial fire scenes. Certain board-up companies, operating under the appearance of “victim assistance,” are using municipal partnerships to gain immediate and exclusive access to fire victims. But their real objective? To push high-priced restoration contracts before families even have a moment to recover.

This predatory behavior is widespread—and it’s happening in neighborhoods across Chicago, the South Suburbs, and other Illinois municipalities. These companies are abusing public trust by securing exclusive access through municipal agreements, then flipping that access into private profit.

⚠️ Why This Is a Public Threat

  • ❌ Fire victims are emotionally vulnerable and often unaware of their rights
  • ❌ High-pressure sales tactics are disguised as “emergency services”
  • ❌ Victims are rushed into signing legally binding restoration contracts

📜 The Burton Bill: A Legislative Solution

To stop this, a new proposed piece of legislation—The Burton Bill—has been drafted. This bill aims to protect fire victims from predatory contracting and restore ethical boundaries between emergency response and private profiteering.
